ਦਰਿਆਵਾਂ ਨੂੰ ਜੋੜਨ ਵਾਲਾ ਪ੍ਰਾਜੈਕਟ ਲਾਗੂ ਹੋਵੇਗਾ

ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਕੇਂਦਰ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਉਹ ਸਮਾਂਬੱਧ ਤਰੀਕੇ ਨਾਲ ਦਰਿਆਵਾਂ ਨੂੰ ਆਪਸ ਵਿਚ ਜੋੜਨ ਦੇ ਵੱਡਾ ਪ੍ਰਾਜੈਕਟ ਨੂੰ ਲਾਗੂ ਕਰੇ ਅਤੇ ਇਸ ਪ੍ਰਾਜੈਕਟ ਦੀ ਯੋਜਨਾਬੰਦੀ ਅਤੇ ਲਾਗੂ ਕਰਨ ਲਈ ਇਕ ਉਚ ਪੱਧਰੀ ਕਮੇਟੀ ਨਿਯੁਕਤ ਕੀਤੀ ਹੈ। ਚੀਫ ਜਸਟਿਸ ਐਸਐਚ ਕਪਾਡੀਆ ਦੀ ਅਗਵਾਈ ਵਾਲੇ ਤਿੰਨ ਜੱਜਾਂ ਦੇ ਬੈਂਚ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਪ੍ਰਾਜੈਕਟ ਲਾਗੂ ਕਰਨ ਵਿਚ ਪਹਿਲਾਂ ਹੀ ਬਹੁਤ ਦੇਰ ਹੋ ਚੁੱਕੀ ਹੈ ਜਿਸ ਨਾਲ ਇਸ ਦੀ ਲਾਗਤ ਵਧ ਗਈ ਹੈ ਅਤੇ ਸਬੰਧਤ ਸਰਕਾਰਾਂ ਨੂੰ ਸਮਾਂਬੱਧ ਤਰੀਕੇ ਨਾਲ ਇਸ ਨੂੰ ਲਾਗੂ ਕਰਨ ਵਿਚ ਸ਼ਮੂਲੀਅਤ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ। ਬੈਂਚ ਜਿਸ ਵਿਚ ਜਸਟਿਸ ਸਵਤੰਤਰ ਕੁਮਾਰ ਅਤੇ ਜਸਟਿਸ ਏ. ਕੇ ਪਟਨਾਇਕ ਸ਼ਾਮਿਲ ਸਨ, ਨੇ ਪ੍ਰਾਜੈਕਟ ਨੂੰ ਤਿਆਰ ਕਰਨ ਅਤੇ ਇਸ ਨੂੰ ਨੇਪਰੇ ਚਾੜਨ ਲਈ ਵੱਖ-ਵੱਖ ਸਰਕਾਰੀ ਵਿਭਾਗਾਂ, ਮੰਤਰਾਲਿਆਂ ਦੇ ਪ੍ਰਤੀਨਿਧੀਆਂ, ਮਾਹਿਰਾਂ ਅਤੇ ਸਮਾਜਿਕ ਕਾਰਕੁਨਾਂ ਦੀ ਇਕ ਉੱਚ ਤਾਕਤੀ ਕਮੇਟੀ ਨਿਯੁਕਤ ਕੀਤੀ ਹੈ। ਕਮੇਟੀ ਵਿਚ ਮਨੁੱਖੀ ਵਸੀਲਿਆਂ ਦੇ ਵਿਕਾਸ ਬਾਰੇ ਕੇਂਦਰੀ ਮੰਤਰੀ, ਇਸ ਦਾ ਸਕੱਤਰ, ਵਾਤਾਵਰਨ ਅਤੇ ਜੰਗਲਾਤ ਮੰਤਰਾਲੇ ਦਾ ਸਕੱਤਰ, ਪਾਣੀ ਵਸੀਲਿਆਂ ਬਾਰੇ ਮੰਤਰਾਲੇ ਵਲੋਂ ਨਿਯੁਕਤ ਚਾਰ ਮਾਹਿਰ ਮੈਂਬਰ, ਵਿਤ ਮੰਤਰਾਲਾ, ਯੋਜਨਾ ਕਮਿਸ਼ਨ ਅਤੇ ਵਾਤਾਵਰਨ ਮੰਤਰਾਲੇ ਦੇ ਪ੍ਰਤੀਨਿਧ ਸ਼ਾਮਿਲ ਹੋਣਗੇ।
ਸੂਬਾ ਸਰਕਾਰਾਂ ਦੇ ਪ੍ਰਤੀਨਿਧ, ਦੋ ਸਮਾਜਿਕ ਕਾਰਕੁਨ ਅਤੇ ਸੀਨੀਅਰ ਵਕੀਲ ਰੰਜੀਤ ਕੁਮਾਰ ਜਿਹੜੇ ਇਸ ਮਾਮਲੇ ਵਿਚ ਅਦਾਲਤ ਦੀ ਸਹਾਇਤਾ ਕਰ ਰਹੇ ਹਨ ਵੀ ਕਮੇਟੀ ਦੇ ਮੈਂਬਰ ਹੋਣਗੇ। ਬੈਂਚ ਨੇ ਕਿਹਾ ਕਿ ਅਸੀਂ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਦਰਿਆਵਾਂ ਨੂੰ ਜੋੜਨ ਲਈ ਕਮੇਟੀ ਦੇ ਤੁਰੰਤ ਗਠਨ ਦੀ ਹਦਾਇਤ ਕਰਦੇ ਹਾਂ। ਬੈਂਚ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਅਸੀਂ ਕਮੇਟੀ ਨੂੰ ਪ੍ਰਾਜੈਕਟ ਤੁਰੰਤ ਲਾਗੂ ਕਰਨ ਦੀ ਹਦਾਇਤ ਵੀ ਕਰਦੇ ਹਾਂ। ਜੱਜਾਂ ਨੇ ਕਿਹਾ ਕਿ ਕਮੇਟੀ ਪ੍ਰਾਜੈਕਟ ਲਾਗੂ ਕਰਨ ਲਈ ਯੋਜਨਾ ਬਣਾਵੇਗੀ। ਪ੍ਰਾਜੈਕਟ ਵਿਚ ਦੇਰੀ ਨਾਲ ਲਾਗਤ ਪਹਿਲਾਂ ਹੀ ਕਾਫੀ ਵਧ ਗਈ ਹੈ। ਦਰਿਆਵਾਂ ਨੂੰ ਜੋੜਨ ਬਾਰੇ ਪ੍ਰਾਜੈਕਟ ਬਾਰੇ ਨਵਾਂ ਵਿਚਾਰ ਕੌਮੀ ਜ਼ਮਹੂਰੀ ਗੱਠਜੋੜ ਸਰਕਾਰ ਨੇ ਪੇਸ਼ ਕੀਤਾ ਸੀ ਅਤੇ ਅਕਤੂਬਰ 2002 ਵਿਚ ਉਸ ਸਮੇਂ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਅਟਲ ਬਿਹਾਰੀ ਵਾਜਪਾਈ ਨੇ ਉਸ ਸਾਲ ਪਏ ਭਾਰੀ ਸੋਕੇ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਪ੍ਰਾਜੈਕਟ ਤਿਆਰ ਕਰਨ ਲਈ ਇਕ ਟਾਸਕ ਫੋਰਸ ਦਾ ਗਠਨ ਕੀਤਾ ਸੀ। ਕੇਂਦਰ ਵਲੋਂ ਨਿਯੁਕਤ ਟਾਸਕ ਫੋਰਸ ਨੇ ਆਪਣੀ ਰਿਪੋਰਟ ਵਿਚ ਪ੍ਰਾਜੈਕਟ ਨੂੰ ਦੋ ਭਾਗਾਂ ਪ੍ਰਾਇਦੀਪ ਹਿੱਸਾ ਤੇ ਹਿਮਾਲੀਅਨ ਹਿੱਸੇ ਵਿਚ ਵੰਡਣ ਦੀ ਸਿਫਾਰਸ਼ ਕੀਤੀ ਸੀ। ਪ੍ਰਾਇਦੀਪ ਹਿੱਸੇ ਵਿਚ ਦੱਖਣੀ ਭਾਰਤ ਦੇ ਦਰਿਆ ਸ਼ਾਮਿਲ ਕਰਕੇ 16 ਜੋੜ (ਲਿੰਕੇਜ) ਨਾਲ ਦੱਖਣੀ ਵਾਟਰ ਗਰਿਡ ਬਣਾਉਣ ਦੀ ਯੋਜਨਾ ਪੇਸ਼ ਕੀਤੀ ਸੀ। ਇਸ ਹਿੱਸੇ ਵਿਚ ਮਹਾਂਨਦੀ ਅਤੇ ਗੋਦਾਵਰੀ ਦਾ ਵਾਧੂ ਪਾਣੀ ਪੇਨਾਰ, ਕ੍ਰਿਸ਼ਨਾ, ਵੈਗਾਈ ਅਤੇ ਕਵੇਰੀ ਨਦੀਆਂ ਵਿਚ ਪਾਇਆ ਜਾਵੇਗਾ। ਟਾਸਕ ਫੋਰਸ ਨੇ ਕੇਰਲਾ ਅਤੇ ਕਰਨਾਟਕ ਦੇ ਪੱਛਮ ਵਿਚ ਵਹਿੰਦੇ ਦਰਿਆਵਾਂ ਦਾ ਪਾਣੀ ਪੂਰਬ ਵੱਲ ਮੋੜ ਕੇ ਪੱਛਮੀ ਤੱਟ, ਤਾਪੀ ਦੇ ਦੱਖਣ ਅਤੇ ਉੱਤਰੀ ਮੁੰਬਈ ਦੇ ਨਾਲ-ਨਾਲ ਵਹਿੰਦੇ ਛੋਟੇ-ਛੋਟੇ ਦਰਿਆਵਾਂ ਵਿਚ ਪਾਉਣ ਅਤੇ ਦਰਿਆ ਯਮੁਨਾ ਦੀਆਂ ਦੱਖਣ ਦੀਆਂ ਸਹਾਇਕ ਨਦੀਆਂ ਨੂੰ ਆਪਸ ‘ਚ ਜੋੜਨ ਦਾ ਸੁਝਾਅ ਵੀ ਪੇਸ਼ ਕੀਤਾ ਸੀ। ਮੌਨਸੂਨ ਦੌਰਾਨ ਪਾਣੀ ਇਕੱਠਾ ਕਰਕੇ ਸਿੰਜਾਈ ਲਈ ਵਰਤਣ ਅਤੇ ਪਣ ਬਿਜਲੀ ਪੈਦਾ ਕਰਨ ਤੋਂ ਇਲਾਵਾ ਹੜ੍ਹ ਰੋਕਣ ਲਈ ਹਿਮਾਲੀਅਨ ਹਿੱਸੇ ਵਿਚ ਗੰਗਾ ਅਤੇ ਬ੍ਰਹਮਪੁੱਤਰ ਦਰਿਆਵਾਂ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਭਾਰਤ ਅਤੇ ਨਿਪਾਲ ਵਿਚ ਵਹਿੰਦੀਆਂ ਸਹਾਇਕ ਨਦੀਆਂ ‘ਤੇ ਜਲਭੰਡਾਰ ਬਣਾਉਣਾ ਇਸ ਪ੍ਰਾਜੈਕਟ ‘ਚ ਸ਼ਾਮਿਲ ਹੈ। ਟਾਸਕ ਫੋਰਸ ਨੇ ਕੋਸੀ-ਘੱਗਰ, ਕੋਸੀ-ਮੇਛ, ਘੱਗਰ-ਯਮੁਨਾ, ਗੰਡਕ-ਗੰਗਾ, ਯਮੁਨਾ-ਰਾਜਸਥਾਨ, ਰਾਜਸਥਾਨ-ਸਾਬਰਮਤੀ, ਸਾਰਦਾ-ਯਮੁਨਾ, ਫਰਾਕਾ-ਸੁੰਦਰਬਨਸ, ਬ੍ਰਹਮਪੁੱਤਰ-ਗੰਗਾ, ਸੁਬਰਨਰੇਖਾ-ਮਹਾਂਨਦੀ ਅਤੇ ਗੰਗਾ-ਦਮੋਦਰ-ਸੁਬਰਨਰੇਖਾ ਸਮੇਤ 14 ਜੋੜਾਂ (ਲਿੰਕਾਂ) ਦੀ ਵੀ ਪਛਾਣ ਕੀਤੀ ਸੀ। ਟਾਸਕ ਫੋਰਸ ਨੇ ਇਹ ਸਿੱਟਾ ਕੱਢਿਆ ਸੀ ਕਿ ਦੇਸ਼ ਦੇ ਦਰਿਆਵਾਂ ਨੂੰ ਆਪਸ ‘ਚ ਜੋੜਨ ਨਾਲ 2050 ਤਕ ਸਾਰੀ ਤਰ੍ਹਾਂ ਦੀਆਂ ਫ਼ਸਲਾਂ ਲਈ 16 ਕਰੋੜ ਹੈਕਟੇਅਰ ਜ਼ਮੀਨ ਦੀ ਸਿੰਚਾਈ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ ਜਦਕਿ ਸਿੰਜਾਈ ਦੇ ਰਵਾਇਤੀ ਸਰੋਤ ਪੈਦਾ ਕਰਕੇ ਸਿਰਫ 14 ਕਰੋੜ ਹੈਕਟੇਅਰ ਜ਼ਮੀਨ ਲਈ ਸਿੰਜਾਈ ਦਾ ਪ੍ਰਬੰਧ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਵੱਡੇ ਦਰਿਆਵਾਂ ਨੂੰ 2016 ਤਕ ਆਪਸ Ḕਚ ਜੋੜਨ ਲਈ 5 ਲੱਖ ਕਰੋੜ ਦੀ ਲਾਗਤ ਵਾਲਾ ਇਹ ਪ੍ਰਸਤਾਵਤ ਪ੍ਰਾਜੈਕਟ ਅਜੇ ਤਕ ਸ਼ੁਰੂ ਨਹੀਂ ਹੋ ਸਕਿਆ ਅਤੇ ਇਸ ਦੀ ਵਿਸਥਾਰ ਵਾਲੀ ਪ੍ਰਾਜੈਕਟ ਰਿਪੋਰਟ ਠੰਢੇ ਬਸਤੇ Ḕਚ ਪਈ ਹੋਈ ਹੈ।

ਸੁਪਰੀਮ ਕੋਰਟ ਵੱਲੋਂ ਦੇਸ਼ ਦੇ ਦਰਿਆਵਾਂ ਨੂੰ ਜੋੜਨ ਲਈ ਸਮਾਂਬੱਧ ਕਰਨ ਅਤੇ ਇਸ ਪ੍ਰਾਜੈਕਟ ਦੀ ਵਿਉਂਤਬੰਦੀ ਤੇ ਨੇਪਰੇ ਚਾੜ੍ਹਨ ਲਈ ਉੱਚ ਤਾਕਤੀ ਕਮੇਟੀ ਦਾ ਗਠਨ ਕੀਤੇ ਜਾਣ ਦੇ ਹੁਕਮਾਂ ਨੇ ਪੰਜਾਬ ਦੇ ਪਾਣੀਆਂ ਪ੍ਰਤੀ ਸੁਚੇਤ ਲੋਕਾਂ ਦੇ ਕੰਨ ਖੜ੍ਹੇ ਕਰ ਦਿੱਤੇ ਹਨ। ਪਾਣੀਆਂ ਬਾਰੇ ਬਹੁਤ ਸਾਰੇ ਮਾਹਿਰਾਂ, ਕਿਸਾਨ ਤੇ ਰਾਜਸੀ ਆਗੂਆਂ ਨੇ ਖਦਸ਼ਾ ਜ਼ਾਹਿਰ ਕੀਤਾ ਹੈ ਕਿ ਕੁਝ ਪੰਜਾਬ ਵਿਰੋਧੀ ਤਾਕਤਾਂ ਉਚ ਅਦਾਲਤ ਦੇ ਫ਼ੈਸਲੇ ਦੀ ਮਨਮਰਜ਼ੀ ਦੀ ਵਿਆਖਿਆ ਕਰਕੇ ਇਸ ਨੂੰ ਪੰਜਾਬ ਦੇ ਖਿਲਾਫ਼ ਵੀ ਭੁਗਤਾ ਸਕਦੀਆਂ ਹਨ। ਖਾਸ ਕਰ ਸਤਲੁਜ-ਯਮੁਨਾ ਸੰਪਰਕ ਨਹਿਰ ਨੂੰ ਇਸ ਪ੍ਰਾਜੈਕਟ ਨਾਲ ਜੋੜਨ ਦੀ ਸਾਜ਼ਿਸ਼ ਘੜੀ ਜਾ ਸਕਦੀ ਹੈ। ਅਜਿਹੇ ਵਿਦਵਾਨਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਪਹਿਲਾਂ ਵੀ ਅਨੇਕਾਂ ਵਾਰ ਪੰਜਾਬ ਨਾਲ ਇਸੇ ਤਰ੍ਹਾਂ ਦੇ ਵਿਤਕਰੇ ਤੇ ਧੱਕੇ ਹੁੰਦੇ ਰਹੇ ਹਨ। ਇਸੇ ਕਰਕੇ ਉਨ੍ਹਾਂ ਦਾ ਇਹ ਖਦਸ਼ਾ ਬਣਿਆ ਹੈ। ਦਰਿਆਈ ਪਾਣੀਆਂ ਬਾਰੇ ਮਾਹਿਰ ਪ੍ਰੀਤਮ ਸਿੰਘ ਕੁੰਮੇਦਾਨ ਅਤੇ ਇੰਜ: ਜੀæ ਐਸ਼ ਢਿੱਲੋਂ ਦਾ ਇਹ ਸਾਂਝਾ ਮੱਤ ਹੈ ਕਿ ਉੱਚ ਅਦਾਲਤ ਵੱਲੋਂ ਦੇਸ਼ ਦੇ ਦਰਿਆਵਾਂ ਨੂੰ ਜੋੜਨ ਦੇ ਪ੍ਰਾਜੈਕਟ ਨੂੰ ਸਮਾਂ ਮਿਥ ਕੇ ਪੂਰਾ ਕਰਨ ਦੇ ਫੈਸਲੇ ਤੋਂ ਪੰਜਾਬ ਨੂੰ ਕੋਈ ਬਹੁਤੀ ਚਿੰਤਾ ਕਰਨ ਦੀ ਜ਼ਰੂਰਤ ਨਹੀਂ। ਕਿਉਂਕਿ ਪੰਜਾਬ ਵਿਚਲੇ ਦਰਿਆ ਰਾਵੀ, ਬਿਆਸ ਤੇ ਸਤਲੁਜ ਪਹਿਲੋਂ ਹੀ ਜੁੜੇ ਹੋਏ ਹਨ ਤੇ ਪੰਜਾਬ ਕੋਲ ਤਾਂ ਇਸ ਵੇਲੇ ਇਕ ਬੂੰਦ ਵੀ ਫਾਲਤੂ ਪਾਣੀ ਨਹੀਂ ਹੈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਏਨਾ ਹੀ ਨਹੀਂ ਸਗੋਂ ਪੰਜਾਬ ਭਾਖੜਾ ਅਤੇ ਰਾਜਸਥਾਨ ਨਹਿਰਾਂ ਰਾਹੀਂ ਪਾਣੀ ਹਰਿਆਣਾ ਤੇ ਰਾਜਸਥਾਨ ਨੂੰ ਵੀ ਜਾਂਦਾ ਹੈ। ਇੰਜੀਨੀਅਰ ਜੀਐਸ ਢਿੱਲੋਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਸਤਲੁਜ-ਯਮੁਨਾ ਸੰਪਰਕ ਨਹਿਰ ਦਾ ਮਾਮਲਾ ਤਾਂ ਪਹਿਲਾਂ ਹੀ ਉੱਚ ਅਦਾਲਤ ‘ਚ ਸੁਣਵਾਈ ਅਧੀਨ ਹੈ। ਪਰ ਪ੍ਰੀਤਮ ਸਿੰਘ ਕੁੰਮੇਦਾਨ ਪੁਰਾਣੇ ਤਜਰਬੇ ਦੇ ਆਧਾਰ ਉੱਪਰ ਖਦਸ਼ਾ ਜ਼ਾਹਿਰ ਕਰਦੇ ਹਨ ਕਿ ਅਦਾਲਤ ਦੇ ਇਸ ਫ਼ੈਸਲੇ ਦੀ ਆੜ Ḕਚ ਇਸ ਨਹਿਰ ਦੇ ਮਾਮਲੇ ਨੂੰ ਉਕਤ ਪ੍ਰਾਜੈਕਟ ਨਾਲ ਜੋੜਨ ਦਾ ਯਤਨ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ ਜਿਸ ਬਾਰੇ ਪੰਜਾਬ ਪ੍ਰੇਮੀਆਂ ਨੂੰ ਚੌਕਸ ਰਹਿਣਾ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਮਤ ਹੈ ਕਿ ਸਤਲੁਜ-ਯਮੁਨਾ ਸੰਪਰਕ ਨਹਿਰ ਦਾ ਨਾਂਅ ਹੈ, ਇਹ ਦੋਵਾਂ ਦਰਿਆਵਾਂ ਨੂੰ ਜੋੜਨ ਦਾ ਮੰਤਵ ਨਹੀਂ, ਪਰ ਯਮੁਨਾ ਦੇ ਪਾਣੀ ਦੇ ਸੂਇਆਂ, ਨਹਿਰਾਂ ਤੇ ਮੋਘਿਆਂ ਨਾਲ ਇਸ ਨਹਿਰ ਦਾ ਸੰਪਰਕ ਤਾਂ ਜੁੜੇਗਾ ਹੀ, ਇਸੇ ਗੱਲ ਨੂੰ ਕੁਝ ਲੋਕ ਪੰਜਾਬ ਵਿਰੁੱਧ ਸਾਜ਼ਿਸ਼ ਦਾ ਆਧਾਰ ਬਣਾ ਸਕਦੇ ਹਨ। ਭਾਰਤੀ ਕਿਸਾਨ ਯੂਨੀਅਨ (ਲੱਖੋਵਾਲ) ਦੇ ਪ੍ਰਧਾਨ ਅਜਮੇਰ ਸਿੰਘ ਲੱਖੋਵਾਲ ਨੇ ਦਰਿਆਵਾਂ ਉੱਪਰ ਰਾਜਾਂ ਦੇ ਮਾਲਕੀ ਹੱਕ ਦੇ ਅਧਿਕਾਰ ਨੂੰ ਖੋਰਾ ਲਗਾਉਣ ਜਾਂ ਖਤਮ ਕਰਨ ਦੇ ਕਿਸੇ ਵੀ ਯਤਨ ਦੀ ਸਖਤ ਵਿਰੋਧਤਾ ਕਰਦਿਆਂ ਕਿਹਾਕਿ ਪੰਜਾਬ ਵਿਚ ਤਾਂ ਪਾਣੀ ਦੀ ਪਹਿਲਾਂ ਹੀ ਥੁੜ ਹੈ। ਧਰਤੀ ਹੇਠਲਾ ਪਾਣੀ ਦਾ ਤਲ ਵੀ ਹੇਠਾਂ ਡਿਗਦਾ ਜਾ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਦੇ ਨਵੀਂ ਜਲ ਨੀਤੀ ਅਪਣਾ ਕੇ ਤੇ ਕਦੇ ਦਰਿਆਈ ਪਾਣੀਆਂ ਨੂੰ ਜੋੜਨ ਦੇ ਨਾਂਅ ਹੇਠ ਰਾਜਾਂ ਦੇ ਰਿਪੇਰੀਅਨ ਹੱਕ ਨੂੰ ਖੋਹਣ ਦੇ ਯਤਨ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਹ ਅਜਿਹੇ ਸਾਰੇ ਯਤਨਾਂ ਦੀ ਸਖਤ ਵਿਰੋਧਤਾ ਕਰਨਗੇ।
ਰਿਪੇਰੀਅਨ ਕਾਨੂੰਨ ਦੀ ਉਲੰਘਣਾ ਪ੍ਰਵਾਨ ਨਹੀਂ : ਬਾਦਲ
ਮੁੱਖ ਮੰਤਰੀ ਪ੍ਰਕਾਸ਼ ਸਿੰਘ ਬਾਦਲ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਅਕਾਲੀ ਦਲ ਹਮੇਸ਼ਾ ਦਰਿਆਣੀ ਪਾਣੀਆਂ ਉੱਪਰ ਰਿਪੇਰੀਅਨ ਕਾਨੂੰਨ ਤਹਿਤ ਰਾਜਾਂ ਦੇ ਹੱਕ ਦਾ ਮੁਦੱਈ ਰਿਹਾ ਹੈ ਤੇ ਇਸ ਲਈ ਹਮੇਸ਼ਾ ਆਵਾਜ਼ ਬੁਲੰਦ ਕਰਦਾ ਰਹੇਗਾ। ਪੰਜਾਬ ਵਜ਼ਾਰਤ ਨੇ ਕੇਂਦਰੀ ਜਲ ਨੀਤੀ ਦੇ ਪ੍ਰਸਤਾਵ ਨੂੰ ਵੀ ਇਸੇ ਕਰਕੇ ਰੱਦ ਕੀਤਾ ਹੈ ਕਿਉਂਕਿ ਇਹ ਨੀਤੀ ਰਾਜਾਂ ਦੇ ਦਰਿਆਈ ਪਾਣੀਆਂ ਉੱਪਰ ਕੁਦਰਤੀ ਤੇ ਕਾਨੂੰਨੀ ਹੱਕ ਦੀ ਅਵੱਗਿਆ ਕਰਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਾਰਟੀ ਰਿਪੇਰੀਅਨ ਅਧਿਕਾਰ ਤੇ ਕੇਂਦਰੀ ਜਲ ਨੀਤੀ ਨੂੰ ਰੱਦ ਕੀਤੇ ਜਾਣ ਦੇ ਫ਼ੈਸਲੇ ਦੀ ਰੌਸ਼ਨੀ ਵਿਚ ਹੀ ਮੌਜੂਦਾ ਫ਼ੈਸਲੇ ਬਾਰੇ ਆਪਣਾ ਸਟੈਂਡ ਤਹਿ ਕਰੇਗੀ। ਜੋ ਵੀ ਨੀਤੀ ਜਾਂ ਫੈਸਲਾ ਰਿਪੇਰੀਅਨ ਕਾਨੂੰਨ ਦੀ ਉਲੰਘਣਾ ਕਰੇਗਾ ਜਾਂ ਕੇਂਦਰੀ ਜਲ ਨੀਤੀ ਵਿਰੁੱਧ ਲਏ ਗਏ ਸਟੈਂਡ ਖਿਲਾਫ਼ ਹੋਵੇਗੀ, ਅਕਾਲੀ ਦਲ ਉਸ ਨੂੰ ਕਦੇ ਵੀ ਪ੍ਰਵਾਨ ਨਹੀਂ ਕਰੇਗਾ।
