ਦਿੱਲੀ ਦੇ ਉਪ ਰਾਜਪਾਲ ਤੇਜਿੰਦਰ ਖੰਨਾ ਨੇ 1984 ਦੇ ਸਿੱਖ ਕਤਲੇਆਮ ਦੇ ਇਕ ਦੋਸ਼ੀ ਕਿਸ਼ੋਰੀ ਲਾਲ ਦੀ ਉਮਰ ਕੈਦ ਦੀ ਸਜ਼ਾ ਮੁਆਫ ਕਰਨ ਦੇ ਅਪਣੇ ਹੁਕਮ ਵਾਪਸ ਲੈ ਲਏ ਅਤੇ ਦਿੱਲੀ ਦੇ ਸਜ਼ਾਵਾਂ ‘ਤੇ ਨਜ਼ਰਸਾਨੀ ਵਾਲੇ ਬੋਰਡ (ਐਸਆਰਵੀ) ਨੂੰ ਇਸ ਬਾਰੇ ਫੈਸਲੇ ‘ਤੇ ਨਜ਼ਰਸਾਨੀ ਕਰਨ ਲਈ ਕਿਹਾ ਹੈ। ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਦੇਸ਼ ਵਿਦੇਸ਼ ਦੇ ਸਿੱਖ ਭਾਈਚਾਰੇ ਨੇ ਸਜ਼ਾ ਮੁਆਫੀ ਦੇ ਹੁਕਮਾਂ ਖ਼ਿਲਾਫ਼ ਰੋਸ ਵਿਖਾਵੇ ਕੀਤੇ ਸਨ। ਦਿੱਲੀ ਸਰਕਾਰ ਦੇ ਸੂਤਰਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਸਿੱਖ ਭਾਈਚਾਰੇ ਦੇ ਰੋਸ ਨੂੰ ਵੇਖਦਿਆਂ ਹੀ ਇਹ ਮਾਮਲਾ ਦੁਬਾਰਾ ਨਜ਼ਰਸਾਨੀ ਬੋਰਡ ਹਵਾਲੇ ਕੀਤਾ ਗਿਆ ਹੈ।
ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਪੂਰਬੀ ਦਿੱਲੀ ਦੇ ਤ੍ਰਿਲੋਕਪੁਰੀ ਖੇਤਰ ਦੇ ਝਟਕਈ ਕਿਸ਼ੋਰੀ ਲਾਲ (48) ਨੂੰ ਸਿੱਖ ਨਸਲਕੁਸ਼ੀ ਦੌਰਾਨ ਕੁਝ ਸਿੱਖ ਵਿਅਕਤੀਆਂ ਦੀਆਂ ਹੱਤਿਆਵਾਂ ਕਰਨ ਦੇ ਦੋਸ਼ ਹੇਠ ਉਮਰ ਕੈਦ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ ਸੀ, ਜੋ ਉਪ ਰਾਜਪਾਲ ਨੇ ਮੁਆਫ਼ ਕਰ ਦਿੱਤੀ ਸੀ। ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ ਹੇਠਲੀਆਂ ਅਦਲਤਾਂ ਨੇ ਘੱਟੋ-ਘੱਟ ਪੰਜ ਮਾਮਲਿਆਂ ਵਿਚ ਮੌਤ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਸੀ, ਜੋ ਬਾਅਦ ਵਿਚ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਉਮਰ ਕੈਦ ਵਿਚ ਤਬਦੀਲ ਕਰ ਦਿੱਤੀ ਸੀ। ਤਿਹਾੜ ਜੇਲ੍ਹ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਐਸਆਰਬੀ ਨੂੰ ਕਿਸ਼ੋਰੀ ਲਾਲ ਦੀ ਉਮਰ ਕੈਦ ਦੀ ਸਜ਼ਾ ਮੁਆਫ ਕਰਨ ਦੀ ਸਿਫਾਰਸ਼ ਕੀਤੀ ਸੀ। ਕਿਸ਼ੋਰੀ ਲਾਲ 1976 ਤੋਂ ਤਿਹਾੜ ਜੇਲ੍ਹ ਵਿਚ ਬੰਦ ਹੈ। ਜੇਲ੍ਹ ਅਧਿਕਾਰੀਆਂ ਨੇ ਉਸ ਦੇ ਚੰਗੇ ਵਿਵਹਾਰ ਦੀ ਦਲੀਲ ਦਿੰਦਿਆਂ ਉਸ ਦੀ ਰਿਹਾਈ ਲਈ ਅਪੀਲ ਕੀਤੀ ਸੀ। ਇਸ ਤੋਂ ਬਾਅਦ ਐਮਆਰਬੀ ਨੇ ਪਿਛਲੇ ਸਾਲ ਅਪੀਲ ਵਿਚਾਰ ਕਰਨ ਲਈ ਉਪ ਰਾਜਪਾਲ ਕੋਲ ਭੇਜੀ। ਇਸ ਮਹੀਨੇ ਦੇ ਸ਼ੁਰੂ ਵਿਚ ਉਸ ਦੀ ਸਜ਼ਾ ਮੁਆਫ਼ ਕਰ ਦਿੱਤੀ ਗਈ। ਸਰਕਾਰ ਦੇ ਇਸ ਫੈਸਲੇ ਖ਼ਿਲਾਫ਼ ਸਿੱਖ ਭਾਈਚਾਰੇ ਵਲੋਂ ਲਗਾਤਾਰ ਰੋਸ ਜ਼ਾਹਿਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।
ਨਵੰਬਰ ’84 ਦੇ ਦੌਰਾਨ ਹੋਏ ਸਿੱਖਾਂ ਦੇ ਕਤਲਾਂ ਲਈ ਜ਼ਿੰਮੇਵਾਰ ਦੋਸ਼ੀ ਕਿਸ਼ੋਰੀ ਲਾਲ, ਜਿਸ ਨੂੰ ਦਿੱਲੀ ਹਾਈਕੋਰਟ ਵਲੋਂ ਸੱਤ ਵਾਰ ਫਾਂਸੀ ਦਿੱਤੇ ਜਾਣ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਗਈ ਅਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਉਸ ਦੀ ਫਾਂਸੀ ਦੀ ਸਜ਼ਾ ਉਮਰ ਕੈਦ ਵਿਚ ਬਦਲ ਦਿੱਤੀ ਸੀ, ਨੂੰ ਦਿੱਲੀ ਦੇ ਉਪ-ਰਾਜਪਾਲ ਵਲੋਂ ਰਿਹਾਅ ਕਰ ਦਿੱਤੇ ਜਾਣ ਦੇ ਆਦੇਸ਼ ਜਾਰੀ ਕਰਨ ਦੀ ਖ਼ਬਰ ਤੋਂ ਬਾਅਦ ਦਿੱਲੀ ਸਿੱਖ ਗੁਰਦੁਆਰਾ ਪ੍ਰਬੰਧਕ ਕਮੇਟੀ ਦੇ ਪ੍ਰਧਾਨ ਪਰਮਜੀਤ ਸਿੰਘ ਸਰਨਾ, ਸੀਨੀਅਰ ਮੀਤ ਪ੍ਰਧਾਨ ਭਜਨ ਸਿੰਘ ਵਾਲੀਆ, ਜਨਰਲ ਸਕੱਤਰ ਗੁਰਮੀਤ ਸਿੰਘ ਸ਼ੰਟੀ, ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਹਰਵਿੰਦਰ ਸਿੰਘ ਸਰਨਾ ਦੀ ਅਗਵਾਈ ਵਾਲੇ ਇਕ ਵਫਦ ਨੇ ਦਿੱਲੀ ਦੇ ਟਰਾਂਸਪੋਰਟ ਤੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਅਰਵਿੰਦਰ ਸਿੰਘ ਲਵਲੀ ਦੀ ਅਗਵਾਈ ਵਿਚ ਦਿੱਲੀ ਦੇ ਉਪ-ਰਾਜਪਾਲ ਤੇਜਿੰਦਰ ਖੰਨਾ ਨਾਲ ਮੁਲਾਕਾਤ ਕੀਤੀ ਸੀ। ਮੁਲਾਕਾਤ ਤੋਂ ਬਾਅਦ ਸ੍ਰੀ ਸਰਨਾ ਨੇ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਕਿ ਵਫਦ ਨੇ ਤੇਜਿੰਦਰ ਖੰਨਾ ਨੂੰ ਦੱਸਿਆ ਕਿ ਕਈ ਸਿੱਖਾਂ ਦੇ ਕਾਤਲ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ ਰਿਹਾਅ ਕਰਨ ਦੇ ਕੀਤੇ ਗਏ ਫੈਸਲੇ ਕਾਰਨ ਸਿੱਖਾਂ ਵਿਚ ਭਾਰੀ ਰੋਸ ਹੈ ਜੋ ਸੜਕਾਂ ‘ਤੇ ਵੀ ਆ ਸਕਦਾ ਹੈ। ਸ੍ਰੀ ਸਰਨਾ ਨੇ ਉਪ-ਰਾਜਪਾਲ ਨੂੰ ਦੱਸਿਆ ਕਿ ਇੱਕ ਤਾਂ ਉਸ ਦੀਆਂ ਸੱਤ ਫਾਂਸੀ ਦੀਆਂ ਸਜ਼ਾਵਾਂ ਉਮਰ ਕੈਦ ਵਿਚ ਬਦਲ ਦਿੱਤੀਆਂ ਗਈਆਂ, ਜਦਕਿ ਉਸ ਦੇ ਵਿਰੁੱਧ ਅਨੇਕਾਂ ਸਿੱਖਾਂ ਦਾ ਕਤਲ ਕਰਨ ਦਾ ਦੋਸ਼ ਹੈ। ਫਿਰ ਹੁਣ ਉਸ ਨੂੰ ਰਿਹਾਅ ਕਰਕੇ ਸਿੱਖਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ‘ਤੇ ਸੱਟ ਮਾਰੀ ਜਾ ਰਹੀ ਹੈ।
ਸ੍ਰੀ ਸਰਨਾ ਨੇ ਦੱਸਿਆ ਕਿ ਉਪ ਰਾਜਪਾਲ ਤੇਜਿੰਦਰ ਖੰਨਾ ਨੇ ਉਨ੍ਹਾਂ ਦੀ ਗੱਲ ਨੂੰ ਧਿਆਨ ਤੇ ਗੰਭੀਰਤਾ ਨਾਲ ਸੁਣਿਆ ਅਤੇ ਸਵੀਕਾਰ ਕੀਤਾ ਕਿ ਦਿੱਲੀ ਸਰਕਾਰ ਪਾਸੋਂ ਇਹ ਗਲਤੀ ਹੋਈ ਹੈ, ਜਿਸ ਨੂੰ ਤੁਰੰਤ ਹੀ ਸੁਧਾਰਿਆ ਜਾਏਗਾ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਉਪ-ਰਾਜਪਾਲ ਨੇ ਉਨ੍ਹਾਂ ਦੇ ਸਾਹਮਣੇ ਹੀ ਜੇਲ੍ਹ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਫੋਨ ਕਰਕੇ ਹਿਦਾਇਤ ਕੀਤੀ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਦੀ ਰਿਹਾਈ ਬਾਰੇ ਦਿੱਤੇ ਗਏ ਆਦੇਸ਼ ‘ਤੇ ਅਮਲ ਨਾ ਕੀਤਾ ਜਾਵੇ ਕਿਉਂਕਿ ਇਹ ਆਦੇਸ਼ ਵਾਪਸ ਲਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਸ੍ਰੀ ਖੰਨਾ ਨੇ ਪ੍ਰਤੀਨਿਧੀ ਮੰਡਲ ਨੂੰ ਭਰੋਸਾ ਦੁਆਇਆ ਕਿ ਉਹਨਾਂ ਦੇ ਵਿਚਾਰਾਂ ਅਤੇ ਸਿੱਖਾਂ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਦਾ ਪੂਰਾ-ਪੂਰਾ ਧਿਆਨ ਰੱਖਿਆ ਜਾਏਗਾ ਅਤੇ ਉਨ੍ਹਾਂ ਦਾ ਸਨਮਾਨ ਕੀਤਾ ਜਾਏਗਾ।
ਸ਼ੀਲਾ ਦੀਕਸ਼ਤ ਦੇ ਘਰ ਦਾ ਘਿਰਾਓ
ਸਿੱਖ ਕਤਲੇਆਮ ਦੇ ਦੋਸ਼ੀ ਕਿਸ਼ੋਰੀ ਲਾਲ ਦੀ ਸਜ਼ਾ ਮੁਆਫੀ ਦੇ ਮਾਮਲੇ ‘ਤੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਬਾਦਲ ਦੇ ਦਿੱਲੀ ਇਕਾਈ ਦੇ ਆਗੂਆਂ ਨੇ ਦਿੱਲੀ ਦੀ ਮੁੱਖ ਮੰਤਰੀ ਸ਼ੀਲਾ ਦੀਕਸ਼ਤ ਦੇ ਨਿਵਾਸ ਅਸਥਾਨ ਦਾ ਘਿਰਾਓ ਕਰ ਕੇ ਰੋਸ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤਾ। ਅਕਾਲੀ ਆਗੂਆਂ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਕਿ ਨਵੰਬਰ 1984 ਦੌਰਾਨ ਇੰਦਰਾ ਗਾਂਧੀ ਦੀ ਹੱਤਿਆ ਤੋਂ ਬਾਅਦ ਦਿੱਲੀ ਸਮੇਤ ਹੋਰਨਾਂ ਸੂਬਿਆਂ ‘ਚ ਇਕ ਯੋਜਨਾ ਤਹਿਤ ਹਜ਼ਾਰਾਂ ਸਿੱਖਾਂ ਨੂੰ ਵਹਿਸ਼ੀ ਢੰਗ ਨਾਲ ਕਤਲ ਕਰ ਦਿੱਤਾ ਗਿਆ ਅਤੇ ਕਤਲੇਆਮ ਦੇ ਮੁੱਖ ਦੋਸ਼ੀਆਂ ਨੂੰ ਸਜ਼ਾ ਦਿਵਾਉਣ ਲਈ ਪਿਛਲੇ 28 ਵਰ੍ਹਿਆਂ ਤੋਂ ਵੱਡੇ ਪੱਧਰ ‘ਤੇ ਸੰਘਰਸ਼ ਕੀਤਾ ਗਿਆ ਪਰ ਕਾਂਗਰਸ ਸਰਕਾਰ ਨੇ ਇਨਸਾਫ ਦੇਣ ਦੀ ਬਜਾਏ ਸਿੱਖਾਂ ਨੂੰ ਹਮੇਸ਼ਾਂ ਖੱਜਲ ਖੁਆਰ ਹੀ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਤਲੇਆਮ ਦੇ ਦੋਸ਼ੀ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ ਰਿਹਾਅ ਕੀਤੇ ਜਾਣ ਦੀ ਤਿਆਰੀ ਕਰਕੇ ਕਾਂਗਰਸ ਸਰਕਾਰ ਨੇ ਇਕ ਵਾਰ ਫਿਰ ਸਿੱਖਾਂ ਦੇ ਜ਼ਖ਼ਮਾਂ ‘ਤੇ ਲੂਣ ਛਿੜਕਿਆ ਹੈ। ਇਸ ਦੌਰਾਨ ਅਕਾਲੀ ਵਰਕਰਾਂ ਨੇ ਰਿਹਾਇਸ਼ ਦੇ ਬਾਹਰ ਜ਼ੋਰਦਾਰ ਹੰਗਾਮਾ ਕੀਤਾ ਅਤੇ ਪੁਲਿਸ ਨੇ ਜਦੋਂ ਉਨ੍ਹਾਂ ਨੂੰ ਰੋਕਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਤਾਂ ਉਹ ਪੁਲਿਸ ਨਾਲ ਭਿੜ ਗਏ, ਜਿਸ ਦੌਰਾਨ ਕੁਝ ਦੇ ਸੱਟਾਂ ਵੀ ਲੱਗੀਆਂ।

ਸਿੱਖ ਕਤਲੇਆਮ ਦੇ ਦੋਸ਼ੀ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ 60 ਸਾਲ ਦੇ ਕਰੀਬ ਸਜਾ ਹੋਈ ਸੀ ਪਰ ਦਿੱਲੀ ਦੇ ਰਾਜਪਾਲ ਤਜਿੰਦਰ ਖੰਨਾ ਨੂੰ ਕੇਵਲ ਇਸ ਗੱਲ ਦੀ ਸੂਚਨਾ ਦਿੱਤੀ ਗਈ ਸੀ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ 20 ਸਾਲ ਦੇ ਕਰੀਬ ਸਜਾ ਹੋਈ ਸੀ, ਜਿਸ ਵਿਚੋ ਉਸ ਨੇ 18 ਸਾਲ ਕੇ ਕਰੀਬ ਦੀ ਕੈਦ ਕੱਟ ਲਈ ਹੈ, ਇਸ ਲਈ ਉਸ ਦਾ ‘ਚੰਗਾ’ ਵਿਹਾਰ ਕਰਕੇ ਉਸ ਨੂੰ ਰਿਹਾਅ ਕਰ ਦੀ ਸ਼ਿਫਾਰਿਸ਼ ਕੀਤੀ ਗਈ ਸੀ। ਇੰਨੀ ਵੱਡੀ ਸਾਜਿਸ਼ ਬੇਨਕਾਬ ਹੋਣ ਤੋ ਬਾਅਦ ਇਹ ਪਤਾ ਚੱਲਦਾ ਹੈ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਵਰਗੇ ਵਿਅਕਤੀਆਂ ਦੀ ਕਿਸ ਪੱਧਰ ‘ਤੇ ਮਦਦ ਹੋ ਰਹੀ ਹੈ। ਚੰਡੀਗੜ੍ਹ ਵਿਖੇ ਪ੍ਰੈਸ ਕਾਨਫਰੰਸ ਦੌਰਾਨ ਸੀਨੀਅਰ ਵਕੀਲ ਤੇ ਸਿੱਖਜ ਫਾਰ ਜਸਟਿਸ ਦੇ ਕਾਨੂੰਨੀ ਸਲਾਹਕਾਰ ਨਵਕਿਰਨ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਜਦੋ ਉਨ੍ਹਾਂ ਨੂੰ ਇਸ ਗੱਲ ਦਾ ਪਤਾ ਲੱਗਾ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ ਇਕ ਵੱਡੀ ਸਾਜਿਸ਼ ਤਹਿਤ ਤਿਹਾੜ ਜੇਲ੍ਹ ਤੋ ਰਿਹਾਅ ਕਰਨ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਗਈ ਤਾਂ ਉਨ੍ਹਾਂ ਇਸ ਸੰਬੰਧੀ ਦਿੱਲੀ ਦੇ ਰਾਜਪਾਲ ਤੇ ਤਿਹਾੜ ਜੇਲ੍ਹ ਦੇ ਡਾਇਰੈਕਟਰ ਨੂੰ ਪੱਤਰ ਲਿਖਿਆ ਹੈ ਅਤੇ ਇਸ ਮਾਮਲੇ ਦੀ ਡੂੰਘੀ ਜਾਂਚ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਅਜਿਹੇ ਕਿਹੜੇ ਹਾਲਾਤ ਬਣੇ ਜਿਸ ਕਾਰਨ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ ਰਿਹਾਈ ਦੀ ਗੱਲ ਚੱਲੀ।
ਸ਼ ਨਵਕਿਰਨ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਜਦੋ ਉਨ੍ਹਾਂ ਅਪਣੇ ਪੱਧਰ ਤੇ ਤਿਹਾੜ ਜੇਲ੍ਹ ਤੋ ਕਿਸ਼ੋਰੀ ਲਾਲ ਬਾਰੇ ਜਾਣਕਾਰੀ ਹਾਸਲ ਕੀਤੀ ਤਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਪਤਾ ਲੱਗਾ ਕਿ ਰਾਜਪਾਲ ਕੋਲ ਜਿਹੜੀ ਫਾਇਲ ਭੇਜੀ ਗਈ ਉਸ ਨੂੰ ਕਿਸੋਰੀ ਲਾਲ ਨੂੰ ਹੋਈ ਉਮਰ ਕੈਦ ਦੀ ਕੇਵਲ ਇਕ ਸਜਾ ਬਾਰੇ ਜਿਕਰ ਕੀਤਾ ਗਿਆ ਸੀ, ਦੂਜੀਆਂ ਸਜਾਵਾਂ ਬਾਰੇ ਕੋਈ ਜਾਣਕਾਰੀ ਨਹੀਂ ਦਿੱਤੀ ਗਈ ਸੀ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਜਦੋ ਉਨ੍ਹਾਂ ਕਾਨੂੰਨੀ ਦਸਤਾਵੇਜਾਂ ਦੀ ਘੋਖ ਕੀਤੀ ਤਾਂ ਇਹ ਗੱਲ ਸਾਹਮਣੇ ਆਈ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ ਕੁਲ 7 ਕੇਸਾਂ ਵਿਚ ਸਜਾ ਹੋਈ ਸੀ ਪਰ ਚਾਰ ਵਿਚ ਉਸ ਦਾ ਬਚਾਓ ਹੋ ਗਿਆ। ਦਿੱਲੀ ਹਾਈ ਕੋਰਟ ਨੇ ਉਸ ਨੂੰ ਤਿੰਨ ਕੇਸਾਂ ਵਿਚ ਫਾਂਸੀ ਦੀ ਸਜਾ ਸੁਣਾਈ ਗਈ। ਜਦੋ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿਚ ਇਸ ਬਾਬਤ ਅਪੀਲ ਪਾਈ ਤਾਂ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਉਸ ਦੀ ਸਜਾ ਉਮਰ ਕੈਦ ਵਿਚ ਤਬਦੀਲ ਕਰ ਦਿੱਤੀ।
ਵਕੀਲ ਨਵਕਿਰਨ ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਨੂੰ 7 ਵਿਅਕਤੀਆਂ ਦੇ ਕੇਸ ਵਿਚ ਦੋਸ਼ੀ ਪਾਇਆ ਗਿਆ ਅਤੇ ਤਿੰਨ ਅਲੱਗ ਅਲੱਗ ਫੈਸਲਿਆਂ ਵਿਚ ਉਸ ਉਸ ਨੂੰ ਉਮਰ ਕੈਦ ਦੀ ਸਜਾ ਸੁਣਾਈ ਗਈ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਉਮਰ ਕੈਦ ਵਿਚ 20 ਸਾਲ ਦੀ ਕੈਦ ਦਾ ਸਮਾਂ ਸਮਝਿਆ ਜਾਂਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਿਸੋਰੀ ਲਾਲ ਦੇ ਕੇਸ ਵਿਚ ਅਦਾਲਤ ਨੇ ਤਿੰਨ ਕੇਸਾਂ ਦੀਆਂ ਸਜਾਵਾਂ ਇਕ ਵਕਤ ਨਹੀਂ ਬਲਕਿ ਅਲੱਗ ਅਲੱਗ ਚੱਲਣ ਲਈ ਕਿਹਾ ਸੀ। ਇਸ ਤਰ੍ਹਾਂ ਕਿਸ਼ੋਰੀ ਲਾਲ ਦੀ ਸਜਾ 60 ਸਾਲ ਦੇ ਕਰੀਬ ਬਣਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸੁਪਰੀਮ ਕੋਰਟ, ਹਾਈ ਕੋਰਟਾਂ ਅਤੇ ਭਾਰਤ ਦੇ ਰਾਸ਼ਟਰਪਤੀ ਨੇ ਕਈ ਕੇਸਾਂ ਵਿਚ ਅਜਿਹੇ ਆਦੇਸ਼ ਦਿੱਤੇ ਹਨ ਕਿ ਉਮਰ ਕੈਦ ਭੁਗਤ ਰਹੇ ਕੈਦੀਆਂ ਨੂੰ ਬਿਨ੍ਹਾਂ ਕਿਸੇ ਪੈਰੋਲ ਉਸ ਸਮੇਂ ਤੱਕ ਜੇਲ੍ਹ ਵਿਚ ਰੱਖਿਆ ਜਾਵੇ ਜਦੋ ਤੱਕ ਉਨ੍ਹਾਂ ਦੀ ਮੌਤ ਨਹੀਂ ਹੋ ਜਾਂਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਦੀ ਰਿਹਾਈ ਕੇਵਲ ਸਿੱਖ ਕੌਮ ਲਈ ਹੀ ਖ਼ਤਰਾ ਨਹੀਂ ਬਲਕਿ ਸਮੁੱਚੇ ਸਮਾਜ ਲਈ ਖ਼ਤਰਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਿਸ਼ੋਰੀ ਲਾਲ ਦੇ ਰਿਹਾਈ ਦੇ ਮਾਮਲੇ ਵਿਚ ਡੀਜੀਪੀ ਤਿਹਾੜ ਜੇਲ੍ਹ ਅਤੇ ਦਿੱਲੀ ਦੇ ਰਾਜਪਾਲ ਦੇ ਦਫਤਰ ਵਲੋ ਚੂਕ ਹੋਈ ਹੈ। ਨਵਕਿਰਨ ਸਿੰਘ ਨੇ ਦੋਸ਼ ਲਗਾਇਆ ਕਿ ਇੰਦਰਾ ਗਾਂਧੀ ਦੇ ਕਤਲ ਤੋ ਬਾਅਦ ਰਾਜੀਵ ਗਾਂਧੀ ਨੇ ਸਿੱਖ ਕਤਲੇਆਮ ਕਰਵਾਇਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕਾਂਗਰਸ ਨੇ ਸਿੱਖ ਕਤਲੇਆਮ ਵਿਚ ਸ਼ਾਮਲ ਵਿਅਕਤੀਆਂ ਭਾਵੇਂ ਕਿ ਉਹ ਕਮਲ ਨਾਥ ਹੋਵੇ, ਭਾਵੇਂ ਸੱਜਣ ਕੁਮਾਰ, ਜਾਂ ਫੇਰ ਜਗਦੀਸ਼ ਟਾਈਟਲਰ, ਕਾਂਗਰਸ ਨੇ ਹਮੇਸ਼ਾਂ ਇਸ ਤਰ੍ਹਾਂ ਦੇ ਵਿਅਕਤੀਆਂ ਦੀ ਪਿੱਠ ਥਾਪੜੀ ਹੈ।
